JOB LOCATION: Conakry, Guinea
REPORTS TO: Senior Accountant
PROJECT: United States Agency for International Development (USAID) Global Health Supply Chain Program– Procurement and Supply Management (GHSC-PSM) Guinea
General Summary and Background
Chemonics seeks an Accountant based in Conakry, Guinea, to support the USAID Global Health and Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project.
GHSC-PSM is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. There are three main task orders for the project: the U.S. President’s Malaria Initiative, Population and Reproductive Health, and Maternal and Child Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
The Accountant reports to the Senior Accountant and is responsible for ensuring the financial accounting operations of the GHSC-PSM programs’ field transaction in compliance with USAID regulations and the contract signed by USAID and Chemonics International Inc. (Chemonics). This individual is responsible for establishing and managing all project finance and accounting procedures in line with Chemonics and USAID rules and regulations, and Guinean law. The Accountant will liaise frequently with the home office country team to ensure smooth financial operations, accurate expense tracking, and timely invoicing.
Principal Duties and Responsibilities:
- Support the Senior Accountant and Operations Director as a liaison to other administrative and technical teams including the Chemonics home office project management unit, and the Chemonics home office finance department on financial management issues to ensure all financial management tasks are completed
- Collaborate with the home office Field Accounting Support Team (FAST) representative as needed
- Upload and release transactions in Abacus with proper documentation throughout the month and maintain project electronic and paper finance filing systems per Chemonics policy
- Support the Senior Accountant in regular submission of country expenditure (locals) reports and any necessary corrections within one week of submission
- Upload transaction GJs on a routine and monthly basis to the sharepoint
- Perform final review of project payments and make accurate recording in financial management software of per diem expense reports, requests for payments, vendor invoices, wire transfer requests
- Prepare and/or review payments to ensure that all supporting documentation and approvals are accurate
- Reconcile all accounts receivable balances within 30 days
- Submit the monthly wire transfer payment request on time to the home office country team with the required documents included as a backup
- Review copies of all receipts for all expenses.
- Review procurement transactions to ensure that all supporting documentation and approvals are accurate
- Facilitate provision of information and documentation during audits
- Oversee bank reconciliation process
- Review travel and advance requests
- Liaise with local bank, reconcile monthly bank statements, and verify all deposits and withdrawals.
- Assist the Finance Manager in the processing of payroll each month and prepare salary receipt/payroll forms, as well as the pension and social security withholdings and employer contributions
- Perform additional tasks as assigned by the Senior Accountant to achieve project’s goals as necessary
- Evaluate value added tax (VAT) reports to ensure accuracy and compliance
- Ensure financial compliance with U.S. government regulations, Chemonics’ corporate policies, the laws of Guinea, and any supplemental policies developed for GHSC-PSM.
- Ensure due diligence that funds are not being diverted from their development purpose outlined in the contract and are not vulnerable to corruption, extortion or otherwise benefitting malign groups.
- Assist with updating project procedure and policy manuals as necessary.

Job Qualifications
- Minimum 5 years of experience in financial management for an office of comparable size, preferably on a USAID-funded project.
- University degree in accounting, business administration, or other related field.
- Knowledge of USAID and procedures, especially procurement and cost accounting principles.
- Familiarity with and proven ability to use standard accounting and spreadsheet software.
- Excellent interpersonal, written and oral communications skills;
- Demonstrated leadership, versatility, and integrity.
- Written and spoken fluency in English and French preferred.
- Required to be a Guinean National/Authorized to work in Guinea
Location of Assignment
The location of assignment is Conakry, Guinea. Intermittent local travel may be required.
Supervision
The Accountant will report directly to the Senior Accountant or his/her designee.
